On this form you can apply for the registration of a municipality of residence in Finland. Your municipality of residence is the municipality where you live.
When can you apply for a municipality of residence on this form?
You can only use this form if the following conditions are met:
You can complete the form for yourself and for your family members living in the same address if you are also applying for a municipality of residence for them.
You can also complete the form on behalf of another person by using a power of attorney. No power of attorney is needed if you are applying for a municipality of residence for your child aged under 18 or for your spouse, or a district court has appointed you as the representative of an underage child.
After you have sent the form
Please note that in addition to sending the form, you must also personally visit a service location of the Digital and Population Data Services Agency within one month of sending the form.
The visit is not required if
In other situations, you must book an appointment at dvv.fi/reservation or dvv.fi/municipality-of-residence
If you are student, you only need to book an appointment if your education institution does not arrange a joint visit. Check with your education institution or tutor whether your education institution has booked a joint visit.
NOTE: If you have filled in this form on behalf of another person, enter your name and relationship to the person applying for a municipality of residence. You may for example have submitted the notification as the guardian of a minor or as a representative of a minor appointed by the District Court. Leave these fields blank if you fill out the form for yourself
The length of the Finnish personal identity code (henkilötunnus) is 11 characters. The first six digits are made up of your date of birth. Your personal identity code is usually on the residence permit card. If you do not have a Finnish personal identity code, you cannot use this form. The customer number (asiakasnumero) issued by the Finnish Immigration Service consists of seven numbers, and you can find it on the residence permit card decision or Enter Finland online service.
Select below the reason for getting a municipality of residence: residence permit type (continuous A permit/permanent P permit) or EU registration (registration of an EU citizen’s right of residence or residence card of an EU citizen’s family member). If you have a temporary residence permit (B permit) or you are applying for a municipality of residence on the basis of a family relationship, you cannot apply for a municipality of residence on this form. NOTE: You can use the same form to apply for a municipality of residence for your other family members only if they live at the same address as you. Check the box and fill in their details. If you want to enter more than one person, check the box again.
Please note that in addition to sending the form, you must also personally visit a service location of the Digital and Population Data Services Agency within one month of sending the form. You can only be granted a municipality of residence if you intend to stay in Finland for at least one year. However, you can get a temporary address if you have a Finnish personal identity code. Do not send this form; instead go to dvv.fi/international-moving to read more about registering a temporary address
If a person does not have a residence permit on the basis of temporary protection or they have not yet lived in Finland for at least one year, they cannot use this form. For more information check our webpage: dvv.fi/municipality-of-residence
Remember to give your address in the correct format so that we can register it. Enter the full address, including the letter of the doorway and the apartment number. Example of an exact address with apartment information: Example street 10 B 17
Complete the date field if you want us to register your permanent address retroactively. If you do not give the date, the date on which you send this application is registered as the first date of your municipality of residence. The date may not be earlier than the date on which the conditions for granting a municipality of residence were met (for example, the first day of validity of your residence permit). However, the date may not be more than 30 days before the date on which you send the application. If you give an earlier date, the date on which you send the application is registered as the first date of the municipality of residence and the address.
If you do not have any residential address the address you have given will be registered as a postal address. If you do not have an address of your own, your municipality of residence is, as a rule, the municipality - that you consider to be your municipality of residence because of family relationships, livelihood or other similar reasons, and - where you have the most established ties for these reasons.
