You can use this form to request having your municipality of residence in Finland registered. Your municipality of residence is the municipality where you live. When registering your municipality of residence, we will also include your address in the population information system. You can get a municipality of residence even if you do not have your own address (for example if you live in a refugee reception centre). In this case, you can have a postal address registered in addition to your municipality of residence. When can you apply for municipality of residence with this form? You can use this form only if these conditions are met:
You cannot use this form. If your address has changed, fill in the notification of move: dvv.fi/en/moving-in-finland
If you do not have a residence permit on the basis of temporary protection, you cannot use this form. Do not submit the form, but read on our website whether you can get a municipality of residence on other grounds: dvv.fi/en/ukraine
You can apply for a municipality of residence using this form once you have lived in Finland continuously for at least one year after your immigration. Please fill in the form only after that. You can only be granted a municipality of residence if you intend to stay in Finland for at least one year. However, you can get a temporary address if you have a Finnish personal identity code. Do not send this form; instead go to dvv.fi/international-moving to read more about registering a temporary address
NOTE: If you are filling this form on behalf of another person, enter your name and relationship to the person applying for a municipality of residence. You may for example have submitted the notification as the guardian of a minor or as a representative of a minor appointed by the District Court. Leave these fields blank if you fill out the form for yourself
The length of the Finnish personal identity code (henkilötunnus) is 11 characters. The first six digits are made up of your date of birth. Your personal identity code is usually on the residence permit card. If you do not have a Finnish personal identity code, you cannot use this form. The customer number (asiakasnumero) issued by the Finnish Immigration Service consists of seven numbers, and you can find it on the residence permit card.
*Nordic countries Finland is one of the Nordic countries. Other countries are Sweden, Denmark, Norway, Iceland, the Faroe Islands and Greenland. If you are a citizen of these countries or of Estonia, or have lived permanently in these countries, you have a personal number in these countries.
NOTE: You can use the same form to apply for a municipality of residence for your other family members only if they live at the same address as you. Check the box and fill in their details. If you want to enter more than one person, check the box again.

Once we have registered your municipality of residence for you, we will notify you by e-mail.
Please enter a phone number so that we can contact you if necessary to process your application. Your phone number will not be saved in the Finnish Population Information System.
Enter your address in the correct format so that we can register it. Enter the full address, including the apartment number, if any. Example of an exact address with apartment information: Example street 10 B 17
If you want your municipality of residence to be registered retroactively, fill in the date field. If you do not provide a date, the date on which you submitted the form is entered as the start date of the municipality of residence. A municipality of residence may be granted no earlier than from the date on which the conditions for receiving a municipality of residence are met, e.g. the date when you had lived one year in Finland. However, we can not register a date that is more than 1 month in the past.
